Stopping an application deployment

Hello 

I have an issue were i distributed a application were there is only 1 DP pushing to 3 buildings and it has maxed out the bandwidth of the wan link. I had network kill the nic to quickly fix the issue but now if i start the DP up again it pegs the bandwidth... If i ILO into the server how can i stop the deployment so when they turn the NIC back on it doesnt kill the bandwidth? 

I have already removed the collection associated with this site from the deployment but since it was killed at the nic it doesnt see anything im doing.... BITS was also already active but 2mgb was to much i since lowered to 500kbs but again since it was killed at the nic there is no way for the clients to know.... 

If i pull the boundaries for the DP will that work or if i kill the deployment all together or is there a service i can stop on the server that will make the DP stop deploying to clients?
