SCCM Client Center and Rights

Hello,

Please help me out to understand , SCCM Client center uses which rights to install a software on User's machine.

And Also, if an User is logged onto a machine on which he doesn't have local admin rights, and an advertisements is targeted to that particular machine, will application can be installed on that machine,since logged in user doesn't have local admin rights.
