how to block a user to add the DP

Hi ,

I need one solution that how to block users to add dp/bdp to the package.

I.e I created one package in CEN for testing . So as per SCCM hierarchy this package should be downgraded to the below site (with lock sign ) right ? Now some of the admin in below site add the package to their DP/BDP . So i need any solution to protect the package from their view so that they cannot distribute to their DP/BDP.
