SCCM 2007: popup install of program, but allow postpone of install

I have this configured but user doesn't get a popup for installing in which he can postpone installation.

Note: is this needed: http://ccmexec.com/2011/09/allow-the-user-to-postpone-installation-in-sccm/ or is there a solution out of the box (for SCCM 2007)?
