Advertisement Fails on 64 bit Machines

I am trying to disable Windows Error Recovery on all my Windows 7 machines. I have found and tested the command below on both 32 and 64 bit machines when run interactively, so I set out to push it via SCCM 2007. I have found that it completes successfully on 32 bit machines, but fails on all my 64 bit machines. The error is "Failed (bad environment)". Does anyone know how to get it to complete? Thanks for any help.
