job starts and stops over and over

On a Windows 7 workstation in the CAS.LOG file I see this.   It starts the download for package ID  CN1001E1 and then cancle the job.   The DataTransfer.log and ContentTransfer.log files both look good, no errors.  

What would cause this to start and stop over and over?
